The Trump Administration announced support for a new legal immigration system based on skills and merit. The “Reforming American Immigration for a Stronger Economy” [RAISE] Act, introduced in Congress by Sens. Tom Cotton (R-AR) and David Perdue (R-GA), sets up a competitive, point-based system for securing a U.S. visa based on skills and merits, including English language skills. The Act also reduces the total annual number of lawful visas by approximately half. Family-based visas are more restricted, and limited to spouses and minor children of U.S. Citizens.

Many young people who arrived in the U.S. as minor children with their parents and without lawful status have grown up, assimilated and contributed to our society. The Bipartisan Dream Act of 2017, introduced in Congress by Sens. Lindsey Graham (R-SC) and Richard Durbin (D-IL), offers U.S. lawful residency, if certain requirements are met. The American Immigration Lawyers Association (AILA) endorses and welcomes this bill as proposal in keeping with the great immigration traditions of our country for those who arrive in America and contribute to society as Americans.
